National Chung Cheng University implements and establishes this system to achieve projects or initiatives to support students from the poorest one-fifth of families in China (or more strictly defined target groups) to help them complete their studies, and then hopes to achieve the goals of SDG 1 of the United Nations.

To support students from families with the lowest income in 20% of the country, the school has set up a special donation account to provide student scholarships and emergency relief funds.

National Chung Cheng University, a key university in Yunjia, was established to balance the development of higher education in the region. Over the years, it has upheld the vision of co-existence and co-prosperity between the university and the urban and rural areas. It not only actively encourages local students to "return to Jia" but also strives to attract foreign talents "to Jia" injecting vitality into this land with an aging population and creating a richer and better "Jia Township". Our school takes "caring for the disadvantaged‧stable schooling" as its mission and has set up a "Hopeful Schooling Special Account.". The target of the scholarship is the underprivileged students of the university's undergraduate program who registered in the Republic of China each student will be provided with a scholarship of NT$12,500 per semester.
